DECORAH, IA – On Saturday an Iowa man was arrested after allegedly attacking and killing two dogs with an Ax. The Decorah Police Department took 21-year-old Douglas Usgaard into custody and charged him with 2 counts of Animal Torture – 1st offense. He is currently being held on a $5,000 cash only bond at the Winneshiek County Jail.
